As the application criteria that they government uses is based on postal addresses rather than names.
Unfortunately when it comes to business, educational institutions and other non profit organizations they will not be able to apply for these coupons. So if they desire to change their analog Television service to a digital one this means that they will have to incur the $60 cost of purchasing digital TV boxes themselves.
